Military Try to Contact China on a Crisis Hotline

The U.S. Department of Defense has been trying to establish a direct hotline with the Chinese military for years, but has so far been unsuccessful. The latest attempt came in early April, when U.S. Pacific Command tried to contact the People’s Liberation Army on a new crisis hotline set up between the two countries. But according to Pentagon press secretary Peter Cook, the Chinese never answered the call.

“We did attempt to use the hotline,” Cook told reporters at a briefing on Tuesday. “We dialed them up; they didn’t answer.” It’s not clear why the Chinese never picked up the phone, but it could be a sign that relations between the two militaries are still strained, despite recent efforts by both sides to improve communication and avoid misunderstandings or accidents.

The hotline was supposed to be tested last year, but it was postponed after China announced plans to build artificial islands in disputed waters in the South China Sea. The U.S., which opposes China’s territorial claims in those waters, conducted freedom-of-navigation patrols near those islands, prompting an angry response from Beijing. Since then, however, tensions have eased somewhat, and Defense Secretary Ash Carter visited China last month for talks with his counterpart Gen. Chang Wanquan.

During that visit, Carter said he had “positive and productive” discussions with Chang about how to improve military-to-military relations and avoid crises or accidents.
